Background of EU CLP

The Classification, Labelling and Packaging (CLP) Regulation, based on the UN Globally Harmonized System (GHS) of Classification and Labelling of Chemicals, is a regulation on the classification of substances and mixtures, and on the labeling and packaging of hazardous substances and mixtures. The CLP aims to ensure a high level of protection of health and the environment, as well as the free circulation of substances, mixtures, and articles. This regulation, which entered into force on January 20, 2009, complements the REACH regulation and provides the corresponding rules for the establishment of a database for the classification and labeling of registered substances maintained by the European Chemicals Agency (ECHA).

The implementation of this regulation requires that companies that manufacture, import, distribute, or use chemical substances or mixtures on the EU market need to comply with the CLP regulation in addition to the REACH regulation. Meeting the requirements of the new EU regulations governing classification, notification, and product safety labeling is a prerequisite for the smooth implementation of trade with Europe.
